This happened to be after unstacking to get around stuck merges. I unstacked while the merging was stuck, which may be to blame.

EDIT: I was able to independently manage the stack, merge the bottom 3, and then when it was time to merge the top of the stack, I could "unstack" that single PR in the UI.
