This adds some forced resolutions to ensure that vulnerable versions
of packages are not installed.

Merge / deployment checklist

  • Confirm this change is backwards compatible with existing workflows.
  • Confirm the readme has been updated if necessary.
  • Confirm the changelog has been updated if necessary.
