Pull request overview
Rebuilds the compiled JavaScript artifacts using the updated ES2022/language settings so CI checks on main pass after merging PRs that were built under different compilation settings.
Changes:
- Regenerates
lib/output to match the current TypeScript build configuration. - Updates compiled output for the start-proxy action accordingly.

We merged #3432, which updated some language settings, and then afterwards we merged #3422. The latter had no merge conflicts, but was built using the older language settings. This is now leading to check failures on
main. This PR rebuilds the JS.Risk assessment
