To make the code run outside of actions we're going to have to remove dependencies on actions libraries or work around them.
For
@actions/ioit possibly does work outside of actions anyway, but at the same time the job it performs is no different from the builtinfsmodule, so I think we may as well just get rid of it.Merge / deployment checklist
