New chats ignore preferred model, reasoning effort and context tier #5046
Description
Every new chat in the Copilot app always selects GPT-5.6 Sol instead of my preferred model, and the 'default' has no reasoning effort or context tier set. Selecting my preferences manually does not carry over to the next new chat, even after restarting the app.
This started with 1.1.31 and is still 100% reproducible on 1.1.32.
Copilot CLI and VS Code correctly use my configured defaults: GPT-6 Astra / High / long context. The Copilot app should also honor my preferred defaults.
