Github Copilot App can't submit feedback; always offers to create Github issues directly #5037

While the application offers a Submit feedback functionality, in practice it can never submit feedback directly, only redirect to a Web browser to create a Github issue instead, without any handoff of client information. The functionality should be renamed "Submit Github issue" and improved in such a way that it creates a pre-populated Github issue with information such as the application version, health, maybe option to attach client logs if available. Such issue reports would be far more useful for app developers than a bare, potentially incomplete, human-entered description of a problem.
