Sets the patched version to 1.3.0 and adds the fix commit e10eaebc ("Fix crash via invalid election macro block validators voting key" (PR #3662)). The commit is contained in the tag 1.3.0 and not in the previous release 1.2.2 (git tag --contains). v1.3.0 returns a Result from Validators::voting_keys()/voting_keys_g2() instead of calling uncompress().unwrap(); v1.2.2 still has the unwrap(). crates.io has no 1.3.0 (published versions: 0.0.0 to 0.2.0, then 1.7.2), so fixed 1.3.0 and fixed 1.7.2 are equivalent there; the repository tags v1.0.0 to v1.2.2 are vulnerable as well.
