chore(piml): migrate data to spec v1.2.0 and upgrade parser
- piml dependency now points at the v1.2.0 git tag (implements spec v1.2.0: inline comments, quoted strings, strict 2-space indentation). - Values fully wrapped in quotes are double-wrapped so the quotation marks stay part of the content (quote titles, hooks, one description). - Literal hashes after whitespace escaped as \# (Issue \#1 titles, Batch \#4, hex color values) so the inline-comment rule keeps them. - transmissions.piml descriptions reindented from 7 to 6 spaces to match the strict indentation rule. Rendered content is unchanged: old parser + old data and new parser + new data produce identical values (verified across all public piml).
