[manager] There is no way to check that all input connectors are paused #7568
Description
Sending a pause request only sets the desired state, but does not truly block the input connectors.
They may still receive updates after the pause request has been processed.
There is no API to confirm that all input connectors are paused and won't accept more updates.
This makes writing deterministic tests difficult.
