E.g., SET FELDERA_DISABLE_OPTIMIZATION = 'FuseExpensiveMaps,RemoveUselessLeftJoins'
This would use the pass names from CircuitOptimizer.
We can perhaps extend this later to disable Calcite optimizations too.
