What this PR does / why we need it:
Fixes Github Actions failures due to possible rate limiting:

  • Fixes build-push-docker-images failing to connect to docker issue by limit no. of parallel builds to 3.
  • Reduces test failures due to failing to connect to github.com/maven repo by reducing the no. of parallel test jobs
    • Reduces test jobs running by introducing a dependency of unit test on lint, integration test on unit test.
    • Dependent test jobs will wait for the depended job to complete before running.

This reduces the no. of concurrent actions running at a time, which
should reduce failures due to rate limiting on github.com
