What this PR does / why we need it:

This is clone of #854 since other PRs are blocked by version bump.

Upgrading feast dependencies to support bigtable (#833 ), simplify integration tests implementation, just keep things up to date, etc.

Spring Boot -> 2.3.1.RELEASE
gRPC -> 1.30.2
Protoc/Protobuf -> 3.12.2
Hibernate -> 5.4.18.Final
gRPC starter (devh, not lognet) -> 2.9.0.RELEASE
Apache Beam -> 2.22.0
Google Cloud Libraries -> 1.111.1
Kafka -> 2.5.0
OpenCensus -> 0.26.0

* Clean commit of dependency changes for spring-boot 2.3.0

* Bump to 2.3.1

* Remove exlusions and Javadoc config

* Remove logging exclusion for ingestion

* Increase versions of grpc, protoc, protobuf, hibernate, and grpc-starter

* Bump version of kafka-clients and spring-security-oauth

* Upgrade opencensus, beam, and google-cloud versions

* fix ingestion tests

* runtime deps

* ingestion spec update: should take some time before ack
