What this PR does / why we need it:
Removes Spring and its associated auto loading of a persistence layer from auth unit tests. These tests arent using the database so there is no reason to keep the persistence layer. This is also preventing an upgrade of Spring over here #854
We need to add Client/Server integration based tests for auth instead of using unit tests. Tracking the issue over here #860
