bump_file_versions.py bumps versions that are not feast versions

## Expected Behavior 

Ex: maven docker plugin in `java/pom.xml` was on version 0.20.1 which messed up the release from 0.20.1 to 0.20.2. Need a better way of parsing the locations after doing the checks.
