Description
Version 10.0.0 introduced breaking changes that affect (improve) security - it disables cache by default for workflows triggered by
workflow_run(and alsopull_request_targetandrelease) triggers: https://github.com/astral-sh/setup-uv/releases/tag/v10.0.0This will disable cache for Smokeshow workflow.
I think we can safely enable it, but let's keep it as is for now, I will address this in #16152
