Changes

The changes are align with simulator/PR#24

• Convert to ROS Package as f1tenth-tutorials
• Update tutorials to launch simulator from f1tenth-sim simulator.launch
• Update tutorials to launch keyboard teleop from f1tenth-sim car_controller.launch keyboard_control:=true
• Move launch files into single folder
• Add missing rviz files
• Add missing navigation.yaml to config folder
• Add missing twist_ackermann.py and multi_goal_set.py - Fix missing launch file from hector_geotiff package to hector_geotiff_launch
• Remove unused variables in launch files, e.g. car_paint, x_pos, and y_pos (already predefined in f1tenth-sim)
• Refer all pure-pursuit scripts and launch files to f1tenth-pure_pursuit package
