ERROR Port Manager Failed to allocate ports.


When I run the npm  run dev, I get the following error.  I fixed it though by creating the required file manually and it worked.

ERROR Port Manager Failed to allocate ports. 
Error: ENOENT: no such file or directory, open 'C:\Users\BLACK\AppData\Roaming\extension-js\instances.lock'
```
