Updates the spec for ML close anomaly detection jobs API #759

This PR updates the spec for the close anomaly detection jobs API as follows:

Adds API description/overview
Adds security prerequisites
Adds missing allow_no_match query parameter
Deprecates allow_no_jobs
Updates timeout default value from 30s to 30m (per docs and https://github.com/elastic/elasticsearch/blob/6fbc1b88d8a39bba6ab3c113b9410d0cfbff655a/client/rest-high-level/src/main/java/org/elasticsearch/client/ml/CloseJobRequest.java#L99)
