Cargo build instructions have been removed from CI pipeline PR#149

The documentation, e.g. the example mini-adas is now out-dated. Locally I am not able to compile with cargo, however, with bazel it works with some additional effort.

Could you update the documentation regarding the build instructions, that is replacing cargo with corresponding bazel?
For the mini-adas example, also several commands are missing (e..g starting the tracer).
