This is a duplicate of #38. I am opening a new PR for the benefit of Travis, as the last test run does not appear to reference the right commit (should be 28408a2)

Nope, restarting with a fresh branch did not help.

I noticed that Travis is running Composer 1.2.x-dev (after composer self-update). I changed the composer.json of drupal-scaffold to require "composer/composer": "1.2.x-dev",, and was able to reproduce the problem locally.

There was perhaps some recent changes in Composer vis-a-vis the way install vs update is handled on the first run?
