chore(librarian): remove scripts/client-post-processing in state.yaml (googleapis#14893)
Fixes googleapis/librarian#2942 This is a no-op because we no longer have any packages with `scripts/client-post-processing` in the package level directory. These scripts live in https://github.com/googleapis/google-cloud-python/tree/main/.librarian/generator-input/client-post-processing
