BREAKING CHANGE This will require Node 18 as the new minimum required version, because we no longer test in 14 or 16.

Node 14 and 16 are both EOL: https://nodejs.org/en/about/previous-releases
This removes them from the test matrix and makes the minimum engines requirement 18.
