Adds PatchWitness as a free, Apache-2.0 DevOps tool.
PatchWitness independently derives coding-agent changes from Git, applies trusted-base policy, runs repository checks, and emits portable Change Passports in JSON, Markdown, SARIF, and GitHub formats.
