The squash-promote model collapses the whole dev delta into a single `chore: release 5.3.1` commit, so release-please saw one commit of a hidden type and rendered an empty "Miscellaneous" section. Version came from the `Release-As:` footer; the notes had nowhere to come from. Repopulated from the 5.3.1-beta.1/beta.2 entries release-please already rendered correctly on the beta track.
