Replaces the floating `ubuntu-latest`, `windows-latest`, and `macos-latest` runner labels with pinned versions, matching upstream trunk's own migration: `ubuntu-latest` -> `ubuntu-24.04`, `windows-latest` -> `windows-2025`, `macos-latest` -> `macos-15`. Ports upstream trunk PR WordPress#71201 (commit WordPress@82768d0), "Avoid using `*-latest` for runner images", merged 2025-08-28.
