chore(v0.39.2): restore Krakatoa app mempool and finalize changelog (#…

## Summary
- Cherry-pick Krakatoa restoration commit `f4a9ba936` into
`chore/0.39.2-prep`, restoring app mempool/reactor flow and related
ABCI/proxy/config wiring.
- Reintroduce app-mempool e2e fixtures and proto/generated ABCI updates
required for the restored flow.
- Finalize `v0.39.2` release notes in `CHANGELOG.md` while keeping
existing backport entries (`#5803`, `#5804`, `#5816`, `#5820`, `#5823`).
