Here was the change I made, but the other changes in this PR do seem valid as well. Seems like PRs like googleapis#17076 were not picked up by legacylibrarian.

Introduces the python-librarian release strategy and the associated LibrarianYamlUpdater to support automated releases for Python packages defined in librarian.yaml.This new strategy will be used by google-cloud-python in the future. This was tested using https://github.com/codyoss/google-cloud-python/tree/rp-migration-test.
