Closes #1235.
Add a block type selector to the selection toolbar. It supports text and headings H1–H6, shows the current type and disables conversions that the editor cannot apply. It reuses the existing translations in every supported language.
Tested the actual toolbar and TipTap editor through all six heading levels and back to text. Bold formatting and an unselected paragraph remain intact. The same check fails on dev because the control is missing. Lint and all 5 existing Node tests pass. The production build passes with #1303 applied temporarily.
