Description

When a user is granted "Use" permission on a shared workspace, they are unable to start the workspace if it is stopped. This behavior may be unexpected and limits the utility of the "Use" permission.

Current Behavior

A user with "Use" permission on a workspace cannot start that workspace when it is stopped.

Expected Behavior

Either:

1. The "Use" permission should allow users to start/stop the workspace (but not edit/delete), or
2. The UI should clarify that "Use" permission only allows access to a running workspace

Suggestion

Consider adding an intermediate permission level between "Use" and "Admin" that allows start/stop operations without edit/delete capabilities.
