  1. State the Maven 3.9.0 build requirement 

    The Building section named the Maven version CI uses but never said what a
contributor needs. plexus-pom 27 raises minimalMavenBuildVersion from
3.6.3 to 3.9.0, so from that parent an older Maven stops the build at
enforce-maven-version.

Says explicitly that this is build-side only. plexus declares no
<prerequisites> and requireMavenVersion is not checked on consumers, so
the Maven version able to use the released artifacts is unchanged - a
distinction that gets misread every time a floor moves.
