  1. Drop the two labels nothing uses

    deprecated and duplicate are defined in all 19 active repositories and
    applied to 0 issues and 0 pull requests in any of them, so deleting them
    costs no history - which is why the earlier prune spared java8, invalid
    and wontfix, and why these two can go.
    
    duplicate is superseded by GitHub's native Duplicate close reason.
    deprecated was kept last time on semantics, but nothing has been labelled
    with it since the taxonomy landed, and removed still covers the
    release-note case.
    
    The Deprecated category and its version-resolver entry go too, so the
    shared config keeps matching the labels that exist.
