  1. Document how the parent POM's own site is published 

    plexus-pom is in neither of the two groups above. It has no scm-publish
execution, so site-deploy runs to BUILD SUCCESS and publishes nothing,
and the default content directory target/staging does not exist in a
single-module build. Its site had been stuck on version 25 from January
until 27 went out.
