Creates the /la/* global edition.

Also does the following:

• Removes the /global prefix
• Adds the ability to specify locale in the URL /la/es-MX/...
• Adds ability to switch locale via the URL /la/es-MX/...
• Fails routes that specify locales not available in that global edition configuration.
• Renames en global edition to the us global edition (not in use, but available) to conform with global editions being regional, not locale-based.
• Farsi edition is still here. It will be /fa/... for now.
