Done, spread out the jitter over 20 minutes. I've uploaded the cookbook and tested it on an instance not in rotation. |

Change the time of the nightly reboot to 2am. (The previous time was not the far from the time of the last push and too far before the morning spike, so we could get in memory trouble by 10am.)
This will be unnecessary once we complete the Ruby 2.2. migration.
