when using preload_app, we need to spawn update threads for DCDO/Gatekeeper processes.

Now that we're using
preload_appinpegasusin addition todashboardsince #11930, we need to spawn update threads for DCDO/Gatekeeper processes (per #5008).Without this fix, we will need to restart pegasus (
sudo service pegasus upgrade) on all frontends every time we make a DCDO or Gatekeeper change that we want reflected in the pegasus app.
