packages.config upgrade #3647

Hi,

Let's say you have a packages.config file with 20 packages. That installs software correctly. Then after 3 years you want to upgrade everything. What is the most efficient method?

1. Add an --ignore-versions flag to "choco install", that can apply the same packages.config but uses the latest versions. Install. Then export a new packages.config.

or

2. Edit packages.config with the sed command, or similar. Remove version specifiers. Install. Export a new packages.config

Other ideas? Is 2. the only choice currently? Should 1. be implemented?
