Currently, only the root changesets cli command accepts a help option. All other subcommands will discard a help command and perform potentially dangerous operations.

I cannot think of another CLI tool where passing in --help doesn't, at the very least, throw an error for unrecognised option, and this is especially harmful on a tool that might be modfying data.
