Used as a notebook to not forget what needs to be updated or checked in spec.

• Refill of reservoir, on halt/revert of subcall all of state gas of subcall is returned back to reservoir.
• Regular gas per byte of deployed bytecode for keccak, this keccak is used inside account to point to bytecode. Previously it was part of 200gas per bytecode but now it needs to be split between keccak for regular gas and deployment that is state gas.
• Add regular gas for creating state, so we will still be spending gas on creationg and have a limit on number of newly create items in block.
