BRE-2363

📔 Objective

Add ignore rule to .github/actionlint.yml to bypass validation errors for the concurrency.queue key until actionlint officially supports it. GitHub Actions added the queue key on May 7, 2026, but actionlint v1.7.12 (current latest) still rejects it. Support is pending in upstream PR rhysd/actionlint#654.

Overall Assessment: APPROVE

This PR adds one entry to the ignore list in .github/actionlint.yml. The entry suppresses actionlint's unexpected key "queue" for "concurrency" section error until upstream support lands (rhysd/actionlint#654). The double-quoted YAML escapes produce a valid regex that matches actionlint's error text as a substring. The entry is scoped to the existing .github/workflows/** path block, so no other validation is weakened.
