Add clang 21 to compiler matrix
Update pre-commit from exemplar
Schedule build and test, from exemplar
Update codespell check, was checking papers locally.

New dev branch of clang exists, add it to the mix of compilers.
Take the work done in exemplar as is.
Run CI build and test matrix on a schedule and report failures as an issue.

Taken from the beman.examplar CI.
Fix the papers directory match and add '*' to the words to ignore in a URI, so
https://etc doesn't get flagged..
The needs clause referred to specific jobs in the exemplar CI.

Sadly, GCC15 is only available easily on the beta Ubuntu, Plucky. I'll squash out and push the attempts to get it working.
