Axios has a very large backlog of both issues and PR's that have been sitting around for a very long period of time this causes a lot of noise for anyone trying to interact with the repo. I am going to comb through a multitude of issues, closing anything that is stale and older than about a year. I will handle the following types of issues as follows:

Bugs:
For any bug that is stale I will close the issue and ask that if this still occurs we create a new issue based on the latest version of Axios.

Features:
I will close any feature that is stale, however if this is something I can see us adding to Axios at a future point I will add it to a roadmap.

PR:
If any of these are to stale to merge i will ask for the author to re-open based on the latest version. If this is a un-feasible change i will close it and mark it as such.

This should enable a cleaner and less noisy experience with Axios in general and hopefully help us with more quality contribution and easier to manage issues and PR's
