What / Why

Fix implicitly nullable parameter declarations, which are deprecated in PHP 8.4.

@TomA-R would you be willing to update the UglifyJS3 tests? Looks like there's been a change in the external dependencies for those

These have started failing since UglifyJS v3.19.2 which started converting function literals to arrow functions
