Cleaned up dead code as well

Added heterogenous wrapper for functions from following headers:
* array
* blas
* data
* device
* features
* graphics
* index
* lapack
* signal
* statistics
* util

also cleaned up some constants used in symbol manager class

* Added tests
* TODO Enable tests with gfor

Also cleaned up symbol manager class further

abs(int) and abs(char) were always returning zeros on CUDA
backend, probably a bug in CUDA sdk. This change fixes this
behaviour on CUDA backend which effects the following functions:

* af_assign_gen
* af_index_gen
