The template makes use of Symfony Flex, but does not really make use of Flex. This change makes the extra.symfony.require constraint responsible of the boundary.

Also, it updates Symfony to the latest LTS version.

as lock is not in sync with composer.json and template is not responsible for keeping track of a resolvable set of dependencies when a new project is started.
