According to https://www.datadoghq.com/blog/engineering/php-8-observability-baked-right-in/, the observer API in PHP 8, being able to work well with jit is a more recommended approach in PHP 8.
Therefore, add a switch to selectively enable zebd observer support for PHP 8.
