When ROOT volume of a stopped VM is migrated from one primary store to another, VM operations start failing.

Start a VM with a ROOT and a DATA disk
Stop the VM after deployment
Migrate ROOT disk to a different store using migrateVolume API or volume details view
Start the VM
EXPECTED RESULTS
VM can be started, destroyed

VM fails to start, destroy. Failure in other operations
