We've seen corrupted wheel files in Python Inspector's cache leading to `BadZipFile` exceptions. Add additional validation that ensures that files that will be reused from the cache are actual zip files. Signed-off-by: Marcel Bochtler <marcel.bochtler@bosch.com>
