This PR updates the matchcode-toolkit fingerprint plugin to also collect snippet hashes in addition to the halo1 hash. This allows us to match parts of code files on a snippet level.
Snippets are hash digest values of ngrams that have been hashed into a BitAveragedHaloHash. The ngrams of a file are selected using https://github.com/aboutcode-org/scancode-toolkit/blob/develop/src/licensedcode/tokenize.py#L313
