Describe the solution you'd like

We'll maintain a list of compliant server implementations, with links to their GitHub repository, and maven group and artifact ids.

We will move the current sdk-jakarta out of the repository.

However, we need an implementation to easily run tests and the TCK both on CI and locally, without needing to clone and build external projects.

We will rename the current sdk-quarkus to reference-imp, and use that for tests and examples.
