Problem

On Trac report pages such as https://core.trac.wordpress.org/tickets/latest,
hovering the "Create a new ticket" button shows a pale grey box to the right of
the button.

Cause

The button markup is
<span class="create-new-ticket button ..."><a>Create a new ticket</a></span>.
The generic :link:hover, :visited:hover rule in trac.css applies
box-shadow: 0 0 0 .15em rgba(238, 238, 238, .5) to the inner link.
.create-new-ticket a in wp-trac.css already resets background-color and
color for that state, but not box-shadow, so the halo still renders around
the link.

Fix

Reset box-shadow for .create-new-ticket a on :hover and :focus in
wp-trac.css. The selector's specificity (0,2,1) is higher than that of
:link:hover (0,2,0), so it wins regardless of load order. Other links still
get the existing hover style.

Tested in the browser using DevTools local overrides of wp-trac.css:

Hover on /tickets/latest: grey box no longer appears
Keyboard focus (Tab) still shows a visible focus indicator
Button also checked on another page that uses it (e.g. component or search page)
Other links (main nav, ticket table) still show the existing hover style
Checked in Chrome and Firefox
